Human Consulting Group (CEO Jae-Hyun Park, hereinafter HCG) announced on the 8th that it is recommending its proprietary HR solution JaDE to companies struggling with the administrative burden of managing mandatory annual leave notifications (leave promotion system). The platform offers an automated leave promotion feature designed to reduce compliance risks and operational strain.
This growing interest in the leave promotion system stems from a 2024 Supreme Court ruling on ordinary wages, which eliminated the previously required “fixedness” condition. As a result, various allowances such as regular bonuses are now included in the ordinary wage base. Consequently, companies face increased liabilities when paying for unused annual leave, as payouts must now reflect higher wage standards—intensifying the need for effective leave management.
Under these circumstances, the leave promotion system is gaining renewed attention as a legal mechanism to exempt companies from paying unused leave allowances. If implemented properly in accordance with labor law, companies are not obligated to compensate for unused leave. However, in practice, the system involves multi-stage notifications (1st and 2nd rounds), strict legal deadlines, and documentation requirements, all of which place a significant burden on HR teams. The process becomes even more complicated when managing leave for employees with less than one year of service, or in companies that track leave based on individual hire dates, requiring tailored promotion schedules for each employee.

To address these challenges, HCG has enhanced the automation capabilities of JaDE’s leave promotion module. The system automatically calculates deadlines based on each employee’s leave entitlements, sends notifications at each required stage to avoid omissions, and stores all history and related documents for easy retrieval during labor inspections.
Furthermore, JaDE allows HR teams to manage exceptions such as cash payouts, carryover rules, and other company-specific conditions through customizable settings—helping organizations implement leave promotion practices with greater flexibility and legal confidence......(Further content omitted.)
